My favorite official expansion is ES - love the scenery/building theme, the elevated paths are great, enjoy the animals that came with it, and the ability to have/create varients is a nice touch (was that possible before ES? I only have the UC, so some stuff I'm not sure what came with what...).
MM is my second favorite basically because of the tank walls. The animals are nice, but I find I don't make very many aquariams. But the tank wall come is handy for so many things, such as viewing areas and walls for buildings.
EA is my least favorite, simply because I hardly use the extinct animals. It's my nephew's favorite though (he loves dinos).
For usermade expansions, I'd have to say IE (to be honest, IE and AN are the only user expansions I know of. I know there are other large user packs, but I don't know what ones of them are considered "expansions").
ETA: I take that back my other favorite user expansion is Paranoia (how could I forget it >.<) - the Gothic themed stuff is beautiful, Littoral theme items are nice, the black cat fountain is one of my favorite fountains, and the other animals/items/foliage are great for a Halloween lover like myself

my favorite expansion pack is AA because i love africa and EA, my least favorit I hate the animals because you don't can animals who dont exist see in a real zoo.
